[Grid-scale storage stations] Power balancing facilities surge amid solar growth and data center demand, sparking disputes (planned battery station on former factory site in Okitsu)

Grid-scale battery stations are rapidly increasing across Japan and Shizuoka, exemplified by Sala Energy's NAS-battery Sala Hamamatsu storage station opened in October 2025. A large storage project planned on a former factory site in Okitsu, Shimizu Ward, Shizuoka City, was cancelled on October 8 after resident opposition over noise and landscape, prompting the mayor to pursue siting rules including an ordinance.   • Sala Energy (gas supplier in western Shizuoka incl. Hamamatsu) opened the Sala Hamamatsu storage station at its supply center in October 2025.
