[Grid-scale battery storage] Facilities balancing power supply and demand surge on solar growth and data-center demand, but trouble also arises (SALA Hamamatsu Battery Storage Station)

Grid-scale battery storage stations are surging nationwide and in Shizuoka, including SALA Energy's NAS-battery SALA Hamamatsu Battery Storage Station, which opened in October 2025 to absorb surplus solar power. A large storage project planned in a residential area of Shimizu Ward, Shizuoka City, was cancelled after resident opposition. Shizuoka City is now moving to create siting rules, and Kosai City has already added grid batteries to its ordinance.

  • SALA Energy (supplies gas in western Shizuoka incl. Hamamatsu) opened the SALA Hamamatsu Battery Storage Station at its supply center in October 2025.
  • Uses NAS (sodium-based) batteries; each container holds multiple module batteries; capacity equals one day's use by 6,000 ordinary households.
  • Connected directly to transmission lines; charges in surplus hours and discharges at peak.
  • Background: Hamamatsu has been No.1 in Japan for solar installations (count and volume) for 10 straight years since FY2015, leading to surplus solar power (Ikuhei Ikeda, SALA Energy Power Business Promotion Dept.).
  • Noise measures: exhaust ducts curved so sound exits sideways, reducing noise outside the site (industrial zone); converters and cooling make operating noise.
  • Agency for Natural Resources and Energy: grid-connected storage rose from 80,000 kW two years ago to 1.28 million kW in June 2026, 16x in two years; connection applications rose from about 40 in FY2022 to about 3,900 in FY2025, nearly 100x.
  • Prof. Masashi Okubo (Waseda University): lithium-ion battery prices fell to one-fifth over 10 years; data-center growth from smartphones and AI also drives demand for large storage; numbers likely to keep rising.
  • Shimizu Ward, Shizuoka City (Okitsu): a large storage station planned in June on a former factory site in a quiet residential area; over 200 attended an August briefing, raising noise and landscape concerns; residents Kimihiro Sugiyama and Yosuke Yamazaki led a petition with over 1,000 supporters.
  • On October 8 the developer (unnamed) announced it would not invest in some large projects, cancelling the plan; said not due to opposition but residents' feelings were considered.
  • Shizuoka City Council: Councillor Wataru Yamanashi asked about an ordinance; Mayor Namba said legal siting regulations are insufficient, an ordinance is a strong option, and warned of a 'second mega-solar problem'. The state regulates safety but not siting.
  • Kosai City: from April 2026 (Reiwa 8) grid batteries added to its ordinance (previously covering solar etc.); requires resident briefings, agreements on request; non-compliance with recommendations leads to publication of operator name and reporting to national/prefectural government (Kazuki Ajioka, Environment Division).
